Overgrown council owned land

This small triangle of land belongs to Liverpool city council. We aquired the metal fence from the mayoral fund in 2019. Since then, people have been using it to dump household rubbish. We have put a lock on it to stop any more rubbish being dumped. It is far too overgrown for us as a community with no funding to tackle it. Please assist. It is council land and should be maintained by the council.
