Refuse wheelie bins belonging to next door

Bin men leave next doors wheelie bins in the road behind our parked car every week. The owners of the bins leave them there for hours on end before returning them to their property. Today the bin has been there for 6.5 hours. If we want to use our car it means pushing the bin to next door. Why can't the bin men put them back where they find them???
