Rain water coming down Beck Bottom and the other side flooding my drive.

This is where the tracks of the dustbin lorries reversing and driving continuously in and out of Beck Bottom. They cause massive pot holes and Road issues. When levelled out the water comes down all the tributaries around the bend and in to my drive! The channels used to be directed to the Beck for drainage but now it comes straight in to my drive, floods it! I have contacted on numerous occasions over the 20 years I have been here. Still I have the problem! This is a Leeds issue, my property is on the border of Bradford and Leeds, the Beck is the dividing line, my car park is in Leeds and I live in Bradford. The problem is the car park flooding. It’s an ongoing issue. Please help.
