Gormlessly erected flags on lamp posts

Today (13th September) I drove around Headington roundabout and was disappointed, if not horrified, to see several England flags gormlessly, if not illicitly erected upon lamp posts. Surely there is some requirement to have permission to raise these flags on lamp posts; was permission sought and granted? Is there a requirement to have them at a certain height so as not to cause a distraction to drivers; if so do these erections meet such requirements? Please de-flag our lamp posts.
