? who owns tree, ie house or council as on boundary. Part of quite a large tree fallen and not removed for long time, branches rotting and weeds growing over it. Would be a risk of injury if children climbed on it or through it as branches frail. ? if other parts of live trees are safe or at risk of breaking off as hanging at angle and tree roots are growing on a raised mud boundary.
