Over grown visual splay hanging over footway

Hi this is the second time of issue with the hedge row c\w thorns over hanging busy foot way, used by children 3 years to 11 yrs and parents this is now once again a health and saftey issue , where thorns are scratching passers by. the 2mtr foot way is now 1.2 mtrs width wwhich parents holding chidren coming in both directions cannot pass easy with out coming into contact with the hedge and thorns can this be adressed sooner than later thorns now at face hieght . kind regards kenny humphreys
