Manhole cover disturbed

Manhole cover was raised by the rain water draining down hill. The two-part cover was lifted by the pressure of the water as the drain is clearly blocked below this point. The cover has resettled back down now the water has subsided but it is not seated correctly in the frame. I have tried to lift it to reseat it but it’s jammed in. The weight of a vehicle could cause it to collapse causing serious damage to a car. Or a cyclist or motorbike could be knocked off as it isn’t seated correctly.
