Vehicle blocking crossing point/path

This car is parked right outside Madley Brook school in a place that I don't believe to be designated parking but to be a crossing point as it is right on the raised part of the road right outside the school. It makes it more difficult to cross the road safely as well as obstructing the path. At school drop off and pick up time pedestrians with pushchairs or wheelchairs are forced to bump up and down curbs unnecessarily or cut across grass as they cannot cross over. This needs to be painted as a proper crossing point to ensure the safety of the children and using it or a bollard put in to stop this parking and make it safer and easier for pedestrians crossing the road.
