Pothole reappearing at edge of previous repair

Potholes in this part of the road have been repaired twice already but new potholes are now appearing at the edges of the previous repairs. The pictures are of the worst one where the substrate of the road is now exposed and being churned up. This has been growing for about 2 months so far.
