Blocking of pedestrian crossing for school children

The works that are being done on Thame Park Road (seems to be focused on pavement, rather than road so maybe utilities rather than highways) have been blocking a large part of the footpath just as children return to school. Children walking to school from the estates at the bottom of Thame Park Road are unable to safely cross at the pedestrian refuge spot - where they can stop half way safely. If they use that spot, they then have to walk in the road or they walk up the left pavement towards Chinnor Road and then have to cross further up where visibility isn't as good and cars drive fast on this road.
