Number 6 meikle road blocking access on pavement

Previous bin and boulder that I reported were moved and the 2 bins were sat on the pavement to prevent parking. You have to be able to park partially on the pavement so as traffic can use the road, especially emergency services. Today, the solid white line has been painted on the road to mark his driveway. But he has now put a filled planter in the middle of the pavement, beyond his white line ending. This is not only a hassard to pedestrians but again is to stop any car being parked in front of the lamp post. St Paul's high school is at the bottom of this street. The pavement gets very busy with school children. It also gets very busy with parents parking to collect children as well as other school users. It's not unusual to be able to park anywhere on the street and this neighbour is deliberately doing this to annoy the surrounding neighbours. He has already been reported to thepolice on several occasions due to his aggressive and nuisance behaviour. As said previously, our car has been parked here for a number of years without any issue. Since this neighbour has been here, and started all his nonsense, the car has been scratched, had badges taken off as well as the attena. Quite the coincidence.
