Abandoned Vehicle Parked Illegally on Bent

This vehicle has been parked for over a week now and has not been moved at all. It is parked on a bent causing it to be a hazard to other drivers on the road. It seems suspicious as one of the front windows is partially rolled down, suggesting maybe a careless owner or someone has illegally left it for good. Neighbours in the area would appreciate this being resolved as it is obstructive.
