Every passing place is impassable

On a single track road that has 1000s of cars using it evey day all the passing places have huge potholes or hills of tarmac from previous pothole repairs that wash out after the first few rains. All the potholes that get tarmac sprayed into a puddle of mud last untill the first rain then wash down to the bridge. This road can't handle any more botched repairs.
