Flooding near property

This issue has not been fixed for over three years now. The wall is now acting as a dam. Flooding is near front door of neighbour and spilling out down the side of house and into neighbours property. There is a risk now of significant damage to people’s homes. Attempts to rod out these drains have not fixed the problem.
