Dog owner not picking up after their dog

I live at 17 Herbert Street, Carlisle (CA1 2QE). For the past couple of months someone has been walking their dog, allowing it to foul on the pavement and is not picking it up.

I walk my own dog around 7.30 – 8.00 am before I leave for work and the mess is left before this time. I know that dogs have a tendency to like a particular spot and this is usually between no 15 and no 19 (with me in the middle). Only last week the mess was left right outside my front door and is clearly from a big dog, and is where children play!

I appreciate that the issue is more difficult to deal with as I do not know who the dog owner is and I will continue to look out for them, but I wondered if you could provide any assistance.
