Large boulder and bin to prevent parking

The man in the lower flat where these have been put has been causing problems with all the neighbours for sometimes. He's been bullying the elderly couple up stairs from him. He has a driveway. It's rarely used. We have a small car which we park next to the lamppost and have done for years without issue. The neighbour has been creating issues with everyone for months and been verbally abusive to anyone parking anywhere near his driveway, even when not in use. There are white sprayed marks on the road to show where the solid white line would stop for his drive. Our car wS was not parked over it. Our car moved yesterday and when we came back we found his bin and the boulder sitting on the pavement as shown. This is obviously to prevent us legally parking. My car has also been damaged which I'm checking with neighbours to see if they have anything on their video doorbells.
