Persistent parking on double yellow lines

Every Saturday morning, between 10am and 12noon, cars park on the double yellow lines in Coylton Road, at the junction with Laggan Road, even though there are other spaces available. The car owners are attending a meeting in the Church across the road. This often forces cyclists to mount the pavement as they can no longer use the protected gap. This has been reported before, and drivers were spoken to, but it has made no difference.
