Cyclist near miss with 80 year old woman & dog

An arrogant cyclist travelling between 30 - 35mph on Footpath/cycleway forces elderly woman and her dog to move swiftly off of path. Cyclist failed to brake/slow down. Time 14:46 Fri 05.09.2025 Cyclist travelling Bickley - Petts Wood. Location close to entrance to Jubilee Park where footpath splits from cycleway. Spoke to a group of walkers on guided tour of park who were subject to same behaviour further up towards play area. Signs were erected a few years ago but were soon knocked down by (cyclists?). Whilst a few cyclist are well behaved and respect signs "Give way to pedestrians" unfortunately there are a large number that have little or no respect for others. What can council do to slow down cyclists, enforce basic safety rules. CCTV maybe. Is this a police matter?
