According to your online Highways map, Snetterton Public Footpath No. 2 should cross the river here, but there appears to be no footbridge. The river is reasonably wide and deep, so crossing without a bridge is out of the question. The Definitive Statement clearly says "crossing the river by means of a footbridge".
