Blockage outside 29 St Swithuns Road

The drain appears to be blocked and not running freely. I've checked the gully and this looks relatively clear but the issue may be with a blockage further along the pipe that runs in the rain run off. The pipes may need jetting or CCTV to check as this has been persistent for a couple of years now and put number 29 at risk of flooding
