Sent to West Sussex County Council less than a minute later. FixMyStreet ref: 8097082.

Banging utility cover - this is a failed repai. the pothole has been repaired several times, and is currently staying in thr hole, but not done well enough to stop it slamming... Cover bangs 100's of times a day. Statutroy nuisance.
