Unlawful planning and noise

Reported via mobile anonymously at 21:36, Thu 28 August 2025

Sent to Rhondda Cynon Taf Council less than a minute later. FixMyStreet ref: 8088375.

I wish to raise a formal complaint regarding the unauthorised car wash currently operating in Llwydcoed. I believe this activity constitutes a serious breach of planning control, and it is causing ongoing disturbance and safety risks for local residents.

Key Concerns: 1. Noise Nuisance The constant use of jet washers, vacuums, and the movement of cars to and from the site creates significant noise throughout the day. This is making it very difficult to enjoy my home in peace and quiet, and it is having a negative impact on residential amenity. 2. Highway & Pedestrian Safety • Chairs have been set up on the roadside, where people sit directly next to a busy road. This poses a clear danger by distracting drivers and obstructing pedestrians. • Traffic congestion has increased as vehicles wait for the car wash. This makes access to and from nearby streets more difficult and creates additional road safety hazards. 3. Fire Hazard Large stacks of tyres are being stored on site. This presents a serious fire risk to nearby homes and should be investigated as a matter of urgency. 4. Lack of Planning Permission This site has never had planning consent for a car wash. In fact, I understand that under planning application ref: 16/0015/10 (2017), permission was specifically refused on highway safety grounds. The Highways Department considered the location too dangerous for both cars and pedestrians. I also understand that RCT Legal have confirmed the car wash is not permitted based on the last 10 years of use.

Despite this, the operator continues to run the car wash at scale, “hiding in plain sight.” Residents were never notified nor given the chance to object, because planning permission was never sought in the first place
