Car constantly blocking footpath

This car is constantly blocking the public footpath. At times the car will not move at all for a number of days. This might not look like a huge problem to some however there’s both disabled and young family’s forced onto the road. In particular a disabled man that can not get around without the use of his mobility scooter. This has been ongoing now for a matter of months.
