Burst pipe or overflowing drain?

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 8077308.

There is water visibly flowing up out of either a drain or up out of the tarmac next to the pavement on the left hand side of Manor Road as you go towards Fishponds Rd and has caused flooding. The water is flowing all the way down the road, all the way past Quarterbridge Road.
