Car parked over footpath and council bay

Vehicle illegally parked over the footpath and bay in front of my council property. This vehicle was parked overnight here after my wheelie bins were placed at my property boundary, they appear to have moved them to park here. No sign of owners, I’ve asked my neighbours no one recognised this car.
