Tree roots destroying pavement

The tree outside our house is subsiding, blocking the path (at head height) and destroying the pavement. It also has fungus and branch hollows that are making it more and more unsafe. We have recently had complaints from public passing on the school run that it is unsafe. This week, a neighbour on our street had a fall there, on crutches. We cannot do anything to help as it is a public tree. Could you investigate please? It is not fair for us to attract public anger due to a council issue.
