Reckless driving/excessive speed/questionable right of way

At the junction of Butt Lane and Church Road, there ought to be a no vehicles sign situated (except for access). Church Road leads to a dead end which is used by youths smoking cannabis, drivers taking their dogs for walks or by tourists simply being inquisitive as to what lies there. Last week, an angry driver, travelling in excess of the speed limit almost mowed a family down who were on foot. There have been too high a number of near misses at this location due to the narrow nature of the road. I see no justification for the routine use of this stretch of narrow road by motorists who either do not live there or are on nothing more than a pleasure drive. NB, I give you an example of another Norfolk location where there is in force a no vehicles restriction, Bodham between Weybourne Road and Cromer Road. There is no need for vehicle access unless it is for access so there is a sign present. Why can't Burgh Castle residents be afforded the same protection?
