Poor finishing on flower / shrub beds

So, while gardeners continue to do a great job with the (remaining...) flower beds, why is it beyond council Parks in 2025 to edge those beds after a grass cut (ditto the converted shrub ones), remove weeds from same, and hoe the weeds from now semi-obscured edging stones around the grass plots?
It takes away from all the hard work in planting if formal beds are not formally thus properly maintained.
