Permissive path signs and routes being created next to actual footpaths

What is going on in this area? In March I reported a permissive path which ran alongisde the legal footpath (Web Reference: 6974225 Enquiry Number: 22067356 ) That is still there, with only a tiny yellow footpath sign to note the actual footpath. Now it seems to have spread to a little further along, where the footpath continues along the drive before going behind the person's house. There is no footpath sign but there is now another permissive footpath sign which leads people away from the footpath. They owners seem to have posted an intimidating sign stating dangerous dogs and livestock. There is nothing of the sort.
Is the plan here that these people make people walk on the permissive path and then argue that no one is using the actual footpath and so it can be closed? And then we are left with no footpath?
I guess you can't stop landowners putting up permissive paths but there needs to be really clear signage to tell people where the actual footpath is and that they can still walk on it.

This report has now been passed to the Highways team for assessment.
If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
An update on the issue will be provided.
