Subway by Greyhound pub is flooded

The subway by the Greyhound pub is flooded. Given we have not had rain to speak of in a long time, it is particularly concerning as to where this water may be coming from. It's a few inches deep, from what I can see - I can't see how far it stretches through the subway but seems to be mainly on the Joiners Lane side. As you can see in one of the photos, young kids are trying to dodge the traffic on the dual-carriageway to cross the road - very dangerous indeed.
If it needs deep-cleaning, I would also like to highlight that one down ramp to the subway had the walls cleaned, but then the rest was left dirty (some months ago). Can the rest be cleaned up too?
Updates
-
If the flooding is caused by a water leak we will report it to the relevant water company, who are responsible for water leaks.
There are occasions when flash flooding overloads the drain/gully, even when a drain/gully is clean and well maintained it can only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area, this generally clears away over a matter of hours.
The Highway Officer is only able to inspect the drain when the water has cleared away, this will be done within 10 days and if required, an order will be raised to clear the drain.

An order has been raised to repair the issue reported, this will be a permanent repair to be carried out as soon as possible. However, there are occasions when a temporary repair is carried out for safety reasons until such time as we can mobilise resources to make the repair permanent.
To ensure the highway network remains as safe as possible we will continue to carry out our regular Highways Safety Inspections which will include this issue until such times as the permanent repair is made
