Vehicles entirely on pavement

I regularly use this route on my way home and am frequently finding vehicles parked entirely on the pavement. This makes it extremely difficult or impossible for wheelchair users or buggies/prams to pass. I have on a number of occasions, as an able bodied person had to walk in the road, as the room left risked scratching the vehicle if i chose to squeeze through. I suggest a number of posts are put in to convince drivers to not park entirely on the pavement.
