Babbacombe Downs Road Sunday 13.00 car parked blocking pavement impossible to pass for wheelchair, walking frame and prams even able bodied had to use the road. Typical there was a BLUE BADGE displayed but surely that does not give the right to park with such inconsideration for others. It was still there more than 1 hour later!! Should be prosecuted and blue badge withdrawn in my opinion
