Drain blocked under grill

Checked today and found drain is completely blocked below the grill with mainly soil, not sure how long it has been blocked (last checked around 3 months ago when was fine. Location in road between nos 88 and 90 towards the back of the bus stop next to the dropped kerb shared by these properties. In times of heavy rain both ours and neighbouring properties have had flooding in garages from road so a blocked drain would increase the likelihood of a recurrence
