Traffic lights in use but Bycle traffic lights still bagged up

Traffic lights Bycle low level cycle traffic lights need to be unbagged and activated like the rest of the junction the traffic lights that are still bagged up are a joke to be honest Cyclist's are crossing when the green man is lit and don't have their cycle light unbagged as of yet.
