Water level fallen in whitewebbs park pond

The water level in the duck pond has fallen drastically over recent months to the detrimentb of the wildlife which the pond supports . A large area at the east has been reduced to mud and scum (See photo) There does appear to have been water filling facilities/hydrants around the pond which never seem to be used.. even the stand pipe for dog's drinking water has been disconnected..
