Hedge trimmed today but problem restricted visibility still there .. a danger to pulling out onto road still an issue .

The hedge has been trimmed but you know if you cut a hedge of this type will not grow back . The portion at my end of driveway on the left restricting visibility. Have I got permission to cu bab . His boundary the hedge extends over and his fear is the hedge will go brown . Which is more important my safety or his hedge .
