Manhole cover broken

The manhole cover outside 7 York Road NN1 has been loose and makes a very loud noise with every single car that passes over it, for some time now. It has been reported before and it said it was fixed but nothing has changed. This is a busy road and so a loud banging sound happens between approx. Every 5-30 seconds dependant on traffic flow. It's a major noise polluter and is driving us crazy! Also concerned it could be a safety issue as I'm not sure how secure the drain is.
