Vegetation growing out of pavements and at the side of roads onto the pavements

Lots of weeds growing out of pavements and at side of roads onto pavements making it difficult for the nearby elderly residents to use pavements. Also the newly planted tree outside of No 2 Westbourne is dying as never gets watered. I water it sometimes, but I am on a water meter. I am not impressed with the overgrown nature of the neighbourhood in general as it looks awful & unkept. I pay enough council tax and would expect the areas to be cleared. If you no longer use weed killer than why not try vinegar or another solution instead. The weeds also block drains and then cause flooding.
