Highway maintenance truck being left outside homes

The problem is happening in duchy drive Paignton, its a quiet residential area all homes detached with garages and drives which accommodates upto 2 to 3 vehicles there's slso ample of off street parking. The driver of this vehicle lives with his grandad on duchy Drive and used to park outside his home until about 3months ago started parking much further up the road for what ever reason I'm unsure, he's been parking on duchy avenue on the road side which is not a problem but if he cant park there he leaves it outside the homes of others. Im fully aware of the highway code and whats legal and illegal, nobody has any issues with people parking outside there homes and i really could not care less, unfortunately i most certainly do have an issue with WHAT is being parked and left outside our homes and when the reason for it being left there is that they don't, want it outside there own property it does become an issue, this is not somebody leaving a car or van outside your home this is a large highway maintenance truck stacked with traffic lights, traffic cones ,work signs and because of the nature of his job he works a lot of nights and therefore if your the unfortunate one to find this outside your home in the morning it will be there all day until he leaves in the evening. I am aware there has been a complaint made to CORE at the paignton office and although they are simperthetic towards the situation there's nothing they can do as he's parked legally. Last Friday the 8th of August this vehicle was left outside 78 duchy drive and stayed all day until he left for work at 5.30pm, the owner of that property therefore put his car outside to prevent him coming back, at around 11.45pm the truck arrived back and parked up on the footpath (photos shown) and did leave room for pedestrians to pass. This young man did not only parked up on a pedestrian footpath outside & opposite people's homes but did so knowing that he was going away would not be coming back until after the weekend ,its 11.45am 11th August and that truck is still there mounted up on the footpath and therefore i believe that CORE should be issued with a fixed penalty notice for obstruction and abandonment. If the driver of this vehicle doesn't want it near his own home and can not find suitable parking then can i suggest that he leaves back it at the depot
