Consistent abuse of trashcan

I have reported this several times before in last few yrs and still nothing is being done! People (I imagine the same each time) keep dumping loads of trash in all shapes and sizes every single week (no exaggeration) next to this public trashcan. The nr of times I have walked past and seen bags torn open by animals at night (rats or cats?). People have the bi-weekly collections to rely on already. Can we remove permanently this trashcan or do something else? This is happening every single week!
