Unswept Road Conditions on Crockford Lane

Reported via desktop in the Other Road Issues category anonymously at 07:50, Thu 7 August 2025

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 7990693.

The condition of Crockford Lane has become unacceptable due to a significant build-up of dirt, gravel, and debris originating from a nearby warehouse construction site. The road has not been swept for over three weeks, despite ongoing heavy vehicle movements to and from the site.

Lorries frequently enter and exit the construction area—several times an hour—dragging mud, stones, and other debris onto the public highway. This material is then dispersed across the road by passing vehicles, creating not only a mess but also a hazard, as debris is kicked up into the air and onto oncoming vehicles.

Although the council has reportedly reminded the site management of their responsibility to keep the road clean, no visible action has been taken, and the situation remains unchanged. The site is clearly failing to meet its obligations under construction and environmental regulations.

I urge the relevant authorities to take immediate enforcement action to ensure the road is swept regularly and that the site management complies with their legal responsibilities to prevent further risk and disruption to public road users.

  • The road outlined in red is where the issue is - also the cross-hatched yellow section is an area of the highway that they choose not to ever sweep and yet it is part of the public road and where most of the dirt and dust rests.

  • State changed to: not the council's responsibility

Updated by Hampshire County Council at 15:06, Thu 7 August 2025

  • Your response "not the councils responsibility" - With respect, I must point out that public highways such as Crockford Lane are the responsibility of the council. While the debris may originate from a private construction site, it is the council’s duty to ensure that roads remain safe and passable for the public.

If the issue stems from the construction site’s operations, then it falls to the council to enforce compliance with relevant environmental and highways regulations. The site management has a legal obligation to prevent debris from affecting the public highway, and it is the council’s role to hold them accountable through enforcement if they fail to do so.

This ongoing situation is both a safety hazard and a public nuisance. I urge the council to either take direct action or immediately instruct the responsible parties to clean the road and maintain it appropriately. Quite frankly, I'm bored of raising this issue constantly while being met with indifference.

  • The road has been covered with dust and debris for several weeks. Neither the building site operators nor the council have sent road sweepers during this time.

Heavy lorry traffic entering and exiting the building site continues to deposit increasing amounts of mud, dirt, and debris onto the highway. With the high volume of fast-moving traffic along this stretch of road, this material is being thrown into the air and carried across neighbouring sites and properties.

This situation is unacceptable. It poses a hazard to road users, pedestrians, and local residents, as well as contributing to poor air quality.

I am frustrated by the ongoing and complete disregard for established rules and procedures.

  • State changed to: No further action

Updated by Hampshire County Council at 16:10, Wed 10 September 2025

  • A month has passed and still no action has been taken. Shouldn’t the council be holding the building contractor accountable for their obligations during these many months of construction?

The wet weather is only making things worse — the road is covered in mud and gravel, spraying into the air and onto other road users’ vehicles. This is unacceptable. Are there no rules or regulations being enforced anymore?

If there are no consequences for ignoring the rules, it’s no surprise that businesses and contractors simply don’t bother to comply.

  • On Tuesday 16th September, for the first time in over two months, the building site finally sent out a road sweeper. Unfortunately, the sweep was minimal and ineffective—rather than cleaning the road, it simply spread the mud and debris further along. By the following day, conditions were worse than before, with lorries dragging wet mud back onto the road.

Each lorry leaving the site is also shedding gravel. While the road may appear acceptable at a glance now that it has dried, it is in fact covered with dust and loose stones. As vehicles pass—especially at speed—dust clouds and stones are thrown into the air. This poses a hazard not only to other drivers, whose vehicles are being struck, but also to pedestrians, who are forced to endure dust, grit, and mud in their faces.

The road should be swept at least weekly, as a minimum standard. The site is failing to meet its obligations. Yes, building sites inevitably create mess, but they are responsible for cleaning it up promptly and properly.

Conditions are likely to deteriorate further as more trades arrive on site for internal works, bringing additional risks such as nails, screws, and other hazardous materials on the road. Already, a broken van light has been left shattered on the road, scattering sharp plastic across the surface.

This is not just an inconvenience—it is a clear safety issue for road users and pedestrians alike. Immediate and consistent action is required - not just claims the site manager is doing all that is required.
