Bench blocking access to lowered kerb

A large bench has been blocking access to the lowered kerb outside Hair on the Hill for over a year now. The lowered kerb is there to enable people with disabilities to access the pedestrianised area. There is no licence for the bench to be there so I do not understand why it has not been removed.
This was reported in report 7535245 but the report was closed on 18th June 2025 but the bench is still there.
