BIFFA bins regularly encroach road surface

BIFFA bins provided by CaRT are regulalry left such that they are encroaching onto the roadside at a point where cars need to stop if traffic is approaching the canal bridge to exit the village. It is an eyesore and needs CaRT to be made to move them, fence them off or address the unsightly problem. This is also causing rats to be around and blocks the footpath to the canal steps
