Fly tipping in the alleyway next to our property

For a long time there has been old bikes and tiles etc dumped in this alley which is next door to our house. This has now encouraged others to dump additional old broken bikes recently.

We don’t own the alley but worry with it in this state it could cause damage to the side of our property from the overgrowth and items being thrown in.

As mentioned we aren’t responsible for the alley but do have access via a key. Can the council come and clear this as I assume it’s public property? Most of these alleys in the area have access to multiple gardens for bin access and were all open until the council installed the black gates.
