Blocking the public pathway

A couple pulled up in their car, a taxi pulled up and they loaded it with lots of suitcases. They have left it parked opposite my house and it is up on the pavement. I have just witnessed a lady with pram and 2 toddler's who had to go onto the road to get past. Everyone is having to go onto the road. Obviously trying to avoid the airport charge but not bothered about the obstruction they are causing.
