Wall collapse due to roots growing on public path

The roots from the bush on the public footpath has caused my wall to collapse, the bushes have been cut down, and the roots poisoned, a man did take some photos and the very next day the wall collapsed, this was reported sometime ago and the bushes were cut down but the roots remained, I then reported it again and nothing happened so reported again and this is when the bushes and roots were acted upon, but the damage to the wall was done.

The tree stumps have still not been removed which in turn means the wall cannot be fixed. It has now been a few weeks since I last reported this. In order to fix the issue the stumps need removing. I have also called several times. I am also waiting on the council to fix the wall.
