Sewage drain blocked by tar after road repair

Always had a problem of blockage and flooding, but road has been resurfaced and now loads of tar is in drain , shop owners always out clearing blockage but now can't because of tar, flooding along whole side of shops and cars have to park here too and have a problem trying to get onto the pavement please help

Still nothing done but today we have rain and the sewage drain is blocked up and puddles half way across the road
