Temporary traffic lights

What does this achieve except driver frustration, wasted fuel and excessive pollution while queuing and eventually pulling away uphill? These three way lights, at the entrance to a short dead-end road with only a dozen homes, seem to be totally unnecessary. The area coned off is no larger than a parked lorry. Cannot drivers cope with this without lights? Is this a case of undue adherence to over-specified regulations?
