Inconsiderate and possibly dangerous for inaccessibility for emergency vehicles as two residents are poorly

The council is not interested in sorting issues when people have problems because you cannot find exactly who you are supposed to talk to. When you get through eventually to someone you get pushed from one dept to another. At the end you get told sorry cannot do anything because you should have called immediately. What are we paying council taxes for
