Question on dispute that Barley Road has not been adopted byGCC Highways

Why are Stagecoach Office Employees saying that Barley Road can’t be used by them as it hasn’t been adopted yet by GCC Highways - Contractor still owns it !! Why have 100’s of PCN’s been issued to vehicles if it’s a Private Road still ?? Perhaps Stagecoach just don’t want to use it and like causing congestion and dangerous situations with their buses coming through Tatchley Lane?
